Server Error 401 - Unauthorized: Access is denied due to invalid credentials

I have 2 different sites that give me this error when I try to pull them up:

Server Error

401 - Unauthorized: Access is denied due to invalid credentials.

You do not have permission to view this directory or page using the credentials that you supplied.

Both are just public site with no login required. Have I been blocked by them?

Nevermind. I cleared the cookies on my browser, and both sites will load now.
